Humphrey Fellow Seeks to Strengthen Cambodia's Health System

The Hubert H. Humphrey Fellowship Program brings accomplished professionals to the United States at mid-points in their careers for a year of study and related practical professional experience. Fellowships are granted competitively to professional candidates with a commitment to public service in both the public and private sectors. The Humphrey Program fosters an exchange of knowledge and mutual understanding, through which the United States joins in a significant partnership with developing countries. By providing these future leaders with a shared experience of U.S. society and culture, and current U.S. approaches to the fields in which they work, the program provides a basis for lasting ties between citizens of the United States and their professional counterparts in other countries.

The U.S. Embassy is pleased to announce that Dr. Kong Bun Navy was selected as Cambodia's representative for the 2007-2008 Humphrey Program. Dr. Kong has more than 12 years experience working with NGOs, international and donor organizations, and government agencies. She specializes in TB and HIV/AIDS with an emphasis on private and public partnerships and community-based program development.

Dr. Kong is currently the TB Program Manager for the USAID-funded program "Health Systems Strengthening in Cambodia" being implemented by University Research Co.  In this capacity, she has developed operational strategies in Cambodia in the areas of TB and TB/HIV. She is also the founder of Project AIDS Khmer (PAK). During her Humphrey Fellowship at Tulane University, School of Public Health and Tropical Medicine, Dr. Kong will focus her efforts on health policy management in order to provide strategic leadership, vision, and technical direction for health programs in Cambodia.

While on the Humphrey program, Dr. Kong has also worked to assist those affected by Hurricane Katrina. Dr. Kong, along with other Humphrey Fellows and international health and development students at Tulane University and members of Louisiana's Peace Corps Association, participated in a community outreach activity called “Rebuilding Together.”  The project included scraping, priming and painting the home of an elderly disabled couple in the old St. Roch neighborhood of New Orleans, an area devastated by Hurricane Katrina.  The participants said, "It was moving to come together and contribute to the rebirth of the city."
