Cambodia Program Strategy 2006 - 2010 of Centers for Disease Control and Prevention Global AIDS Program
Goal
To strengthen Cambodian public health capacity to respond to HIV/AIDS.
Mission Statement
The Centers for Disease Control and Prevention provides HIV/AIDS technical assistance to Cambodia through partnering with Cambodian government and international and non-governmental organizations to develop quality public health systems, particularly in the areas epidemiology, laboratory systems, and care and treatment. Based at the Cambodia National Institute of Public Health, CDC Cambodia focuses expert support on skills transfer, systems development and analysis of strategic information to assist the Cambodian government in development of scientifically sound and locally appropriate policies, strategies and guidelines.

Program Areas
1. Epidemiology and Strategic Information
Rationale: Epidemiologic data and other strategic information provide ‘information for action’—these data and their analyses are critical for public health decision making. Cambodia has limited human and financial resources, and a need for capacity building and development of local expertise to collect and use data to make evidence-based decisions.
General Objective: To strengthen national capacity to collect, manage, analyze, interpret, and disseminate information needed for public health decision making
- Objective 1: Enhance capacity of public health officials to conduct surveillance, analyze and interpret data, and improve use of data for decision making
- Objective 2: Build local expertise to monitor effectiveness of strategies and programs used in Cambodia’s HIV/AIDS response
- Objective 3: Provide support and enhance local capacity for conducting surveys to complement data from the national surveillance system
- Objective 4: Build capacity in conducting program evaluation, targeted evaluations, and special studies
Overall Strategy:
- Work closely with government counterparts and other partners to build capacity
- Provide technical assistance, mentoring, and training opportunities
- Establish a strategic information & resource network
2. Laboratory Strengthening
Rationale: Laboratory infrastructure is essential for: diagnosing HIV/AIDS, opportunistic and emerging infections; monitoring AIDS patient care and treatment; detecting and monitoring resistance; supporting surveys and epidemiologic studies; and evaluating new testing strategies and technologies.
General Objective: To strengthen diagnostic laboratory quality and infrastructure at the national, regional and provincial levels
- Objective 1: Expand and enhance the National Public Health Laboratory Network
- Objective 2: Partner with Ministry of Health to expand existing national laboratory quality assurance system development
- Objective 3: Support creation of technical working groups with NIPH and partners to achieve improved quality laboratory support for care and treatment of PLHA.

3. Care and Treatment
Rationale: While the scale-up of AIDS care services in Cambodia has been a model, much work remains to meet the challenges of the changing epidemic and to further reduce transmission. The pressure put on the existing healthcare system requires increased capacity and strengthening of the public health system.
General Objective: To collaborate with MOH and key partners to strengthen and support the Cambodian HIV/AIDS Continuum of Care framework
- Objective 1: Ensure that policies and strategies related to HIV/AIDS care and treatment are evidence-based and responsive to local needs
- Objective 2: Strengthen public health systems to monitor the quality of services provided within the Continuum of Care
Overall Strategy:
- Actively participate in PMTCT, AIDS Care, TB/HIV and VCCT technical working groups and special committees
- Provide technical expertise to the development of policies, strategies, training curricula, continuing medical education and mentoring programs, and program evaluation
- Conduct targeted evaluations to inform policy and decision making
