Cambodia TEFL Project Framework 2007 – 2012

Purpose

Teachers, students, and communities in Cambodia will develop and enhance their educational, personal and professional opportunities by improving their English and helping them to gain access to resources.

Goal 1

English Teaching  Secondary School students will receive formal and informal English language instruction and practice in speaking, listening, reading, and writing, using interactive teaching methods to increase their fluency.

Objective 1.1

By 2012, 150 Volunteers[1] and their co-teachers will provide English language instruction to 30,000 students[2]  in formal classroom settings, so that 18,000 (60%) of the students will demonstrate significant improvement in English language listening, speaking, reading and writing skills, and demonstrate increased confidence in using conversational English.

Objective 1.2

By 2012, 150 volunteers and their co-teachers will lead extracurricular activities, including English clubs, camps and other educational activities that promote informal English learning, so that 15,000 students[3] (50%) will participate actively in school activities and 6,000 students (20%) will strengthen skills in leadership, critical thinking, problem solving, decision making, and the ability to plan for the future.

Objective 1.3

By 2012, 150 Volunteer and teachers will have taught content-based units in English to 30,000 students, so that 22,500 students[4] (75%) will have acquired expanded knowledge and 15,000 students  (50%) will have gained communications skills in life skills related topics (such as environment, human rights, civic participation, HIV/AIDS awareness, information technology, health, youth development and girls’ leadership).

Goal 2

Teacher Training   Cambodian English teachers will increase their English fluency and confidence in using English and incorporate a variety of communicative methods in their teaching that encourage student-centered learning, communicative competence and critical thinking.

Objective 2.1

By 2012, 150 volunteers and co-teachers will have participated in collaborative professional development through co-planning and co-teaching of English classes so that 270 Cambodian teachers[5] (60%) will strengthen their English communication skills.

Objective 2.2

By 2012, 150 Volunteers and co-teachers will have collaboratively taught classes, as well as participated in professional development activities (e.g., technical meetings, training sessions, workshops, conferences, methodological meetings), so that 225 co-teachers[6] (50%) will be able to design lessons employing a range of student-centered methods.

Objective 2.3

By 2012, 25 Volunteers and their teacher-trainer counterparts will train 2,000 Cambodian teacher trainees[7] through workshops, lectures and classes at Regional Teacher Training Centers and Provincial Teacher Training Centers, so that 1200 teacher trainees (60%) will improve their English speaking skills and learn new techniques methodologies to teach TEFL subject matter.

Goal 3

Materials Development  Volunteers and teachers will develop culturally and academically relevant English language materials and teaching guides to make learning and teaching more enjoyable and meaningful to students.

Objective 3.1

By 2012, 150 Volunteers and their co-teachers will develop or adapt materials, so that 30,000 students will have greater access to quality supplementary materials for English language teaching and learning and 225 English teachers[8] (50%) will use these new materials.

Objective 3.2

By 2012, 150 Volunteers and co-teachers working in 90 secondary schools[9] will coordinate with external resources of content-based information and resources to develop English language materials on life-skills topics (e.g.,  environment, economics, human rights, civic participation, HIV/AIDS awareness, information technology, health, youth development and girls’ leadership), so that content-based English language materials are available at 67 schools (75%) and these materials are incorporated into the English language curriculum at 27 schools (30%).

Goal 4

Community Development   Community members, especially in-school and out-of-school youth, will learn to implement community development projects to address locally identified needs using available resources and expertise.

Objective 4.1

By 2012, 150 Volunteers and their community counterparts will have used a participatory needs assessment process to identify and plan development projects that promote community involvement, so that 180 community members[10]  (30%) will have acquired the necessary skills to further develop similar projects.

Objective 4.2

By 2012, 150 Volunteers and their community counterparts will lead community-focused activities, so that 7,500 in-school youth[11] and 1,875 out-of-school youth[12] will strengthen skills in leadership, critical thinking, problem-solving, decision-making, civic involvement, personal responsibility and the ability to plan for the future.
